Strategic Plan priorities update
Staff presented the updated Council’s Strategic Plan 2023–2026, which outlines progress made on key strategic initiatives. Priority projects include the Active Living Centre, the Official Community Plan (OCP) and Transportation Plan Update, and review of the Council Procedure Bylaw. Longer-term on-going projects include implementation of the Climate Action Plan, Housing Plan, and the Regional Accessibility Committee Action Plan as well as improvements to the Development Application review process. All items included in the strategic plan are incorporated into workplans throughout the City.

Shade options for Vernon parks
Council approved up to $42,000 to enhance shaded areas at Civic Memorial Park and Lakeview Park. Trees will be planted at Civic Memorial Park and Lakeview Park, and temporary umbrellas will be provided at Lakeview Park during the summer months. Council also requested that staff monitor public feedback regarding the effectiveness of these upgrades.

43rd Ave Corridor Improvement Project
To align with the construction schedule of the Active Living Centre, Council approved early budget allocation for the 43rd Avenue Corridor Improvement Project, not to exceed $4.63 million. Funding sources include $3.02 million from Community Works Funding, $310,000 from Sanitary Sewer Reserves, and $1.29 million from Roads Development Cost Charges. Additionally, Council endorsed the 2025 expenditure of $900,000 from Community Works Funding and $310,000 from Sanitary Sewer Reserves within the approved project budget.

Fleet vehicle and equipment replacement
Council approved early budget allocation of up to $620,000 to replace four fleet vehicles: a front-loader, bobcat, pickup truck, and SUV. Funding will come from the Vehicle and Equipment Replacement Reserve. These replacements follow the City’s Fleet Replacement Strategy, which focuses on extending the lifespan of each vehicle and takes maintenance costs, fuel efficiency, age, and mileage into consideration. Once replaced, the old vehicles and equipment will be sold, and the proceeds will be added to the reserve.

Heritage Restoration Grant for 3006 26th Street
Council approved a $5,000 Heritage Restoration Grant for repairs to the front porch foundation of the house at 3005 26th Street. Funding is allocated from the Heritage Resources Reserve.

Bylaw 6041 - Zoning Amendment Bylaw
Council held first, second, and third readings for Bylaw 6041, 300 and 800 Sparkling Place Zoning Map Amendment Bylaw. The bylaw rezones lands from RCC – Resort Commercial Centre to RTH – Resort Tourist Housing.

Special Council Meeting July 15th
Council held a Special Meeting of Council and approved Zoning Amendment Bylaw 6041 for 300 and 800 Sparkling Place, as well as Business Licence Bylaw 6100, Fees & Charges (Business Licences) Amendment Bylaw 6045, Bylaw Notice Enforcement Bylaw 6048, and Municipal Ticketing Information Bylaw 6049.
