This MTP builds on previous successes, and meets the new and emerging challenges of a changing world. Given finite resources and practical constraints, achieving our goals requires us to prioritize our efforts and explore innovative funding and design solutions. This plan aims to increase the functionality, convenience, attractiveness, and safety of all modes of transportation by providing a network that meets the needs of all users, all ages, all income levels, and all levels of mobility. It is not always possible to accommodate all users with the highest level of service in every street, particularly when right-of-way is limited.
There is often the need for trade-offs between the users sharing the space to achieve the end design. To ensure that the different users were considered four sub plans and strategies have been developed: Road Network Plan, Transit Strategy, Pedestrian and Bike Master Plan and the Transportation Demand Management Strategy.
