Development Cost Charge Refresher Workshop
Council participated in a refresher workshop on Development Cost Charges (DCCs) facilitated by Connections Planning Associates. DCCs are fees paid by developers to help fund growth-related infrastructure such as roads, water, sewer, and parks—to ensure new development contributes to the services our community needs. The workshop reviewed current rates and compared Vernon to other communities. The next step is, to explore how different rate changes could impact future projects. Council’s input will help shape a draft financial model and project program for an updated DCC Bylaw, expected in early 2026.

O’Keefe Ranch & Interior Heritage Society
At the Council meeting, a representative from the O’Keefe Ranch and Interior Heritage Society spoke as a delegation. The City has received this information and will report back to the Society, remaining committed to keeping them informed. Council has reaffirmed its direction to honour the current lease in place through 2027.

43 Avenue Corridor Improvement Project
Council received an update on the 43 Avenue Corridor Improvement Project, which includes a roundabout at Alexis Park Drive, Old Kamloops Road and 43 Avenue, a multi-use path, a signalized pedestrian crossing at the new Active Living Centre, and enhancements to road safety and flow-through traffic. The update outlines progress on planning and design work, and next steps for the project, with construction anticipated to start this spring.

Sustainability Grant – 2025 Fall Intake
Council approved three Sustainability Grants through the 2025 fall intake to support community-led initiatives focused on environmental stewardship and waste reduction. The funded projects will help expand composting options to reduce organic waste, increase access to drinking water through the installation of a water bottle refilling station, and establish a new community garden within a multi-unit housing complex to strengthen local food security and shared green space. Each project received $2,000 in support.

Next Generation 911 Grant Application
Council authorized Administration to apply for grant funding of up to $45,000 through the Union of BC Municipalities’ Local Government Program Services—Next Generation 911 program to support the fire computer aided dispatch (CAD) replacement project.

Council Code of Responsible Conduct Policy
Council completed its annual review of the Council Code of Responsible Conduct and adopted the updated policy. The policy focuses on four foundational principles: integrity, respect, accountability and leadership and collaboration to support effective governance and maintain public trust.

Okanagan Landing Sewer Area Connection Charge Bylaws Adopted
Council adopted four bylaws establishing updated connection charges for Okanagan Landing Sewer Areas No. 2, 3, 4, and 5. The bylaws—5893, 6052, 6053, and 6054—formalize the connection fee structure for each service area to support ongoing wastewater infrastructure needs in the community.

Notice of Motion – 580 Commonage Road Cost Analysis
The Notice of Motion—directing Administration to hire a third-party consultant to complete a comprehensive municipal services cost analysis for the proposed development at 580 Commonage Road—was deferred awaiting an updated application from the developer.
