A Road Usage Permit is required for any work or activity that involves using, occupying, or altering a Highway* within the City of Vernon. This includes, but is not limited to: Construction, excavation, utility installation, hoarding (temporary structures or barriers placed), staging (placing or storing construction materials or equipment), traffic control, events, street closures, and any activity that may impact traffic flow or public safety.
The applicant must be the entity performing the work or activity within the City right-of-way (e.g., the contractor, subcontractor, or company completing the work) and cannot be a third party hiring someone else to do the work.
*Highway has the meaning prescribed in the Community Charter - Every public street, road, trail, lane, bridge, trestle, ferry, and any other public way; Any land dedicated or intended for public passage of vehicles or pedestrians; It also includes the boulevard and sidewalk areas within the road allowance.
Before you begin your application
Please ensure you have the following information and refer to the Traffic Bylaw #5600:
- Applicant information – full name, phone, email, mailing address
- Description of Work – description of the activity, location(s) and work time
- Traffic Control Plan (mandatory document upload) – prepared by a qualified traffic control person, showing routing and safety measures.
- Certificate of insurance (mandatory document upload) – meeting the requirements outlined in Schedule D of Traffic Bylaw #5600
- WorkSafeBC Designation of Prime Contractor (if applicable)
