Update from the Downtown Vernon Association
The Downtown Vernon Association provided an update to Council on Vernon’s Downtown Mural Program, including preservation of current murals and investment in future art projects in the downtown core.

Land Task Force recommendations
Council approved recommendations from the Non-Market Housing Land Task Force to support advancing non-market housing opportunities in Vernon. This includes engaging with Provincial and Federal governments to explore potential land contributions, particularly on underutilized Department of National Defence and provincial lands. Discussions will also include opportunities to expand the use of reclaimed water on suitable sites.

Active Living Centre update
Council received an update on the Active Living Centre, which remains on track for completion in late fall 2026. Construction is progressing steadily on key features, including the 50-metre pool, leisure pool, fitness areas, and running track, with a preview of upcoming art installations also shared. Planning is underway for future programs and services, and the community is encouraged to stay tuned for opportunities to get involved, including an upcoming public survey.

Kin Race Track park concept presented
Council received the Kin Race Track Park Concept Plan, which outlines a long-term vision for a passive, multi-use community park designed to protect natural features while providing open space, trails, and family-friendly amenities. The first phase of development focuses on foundational infrastructure and early public amenities such as open space that will improve the park drainage system and function as a grass turf area suitable for informal soccer, play areas, walking paths, a dog park, washrooms, and  flexible event spaces. Phase 1 is coordinated with the Active Living Centre project and is planned for potential construction starting in 2027, subject to budget approval.

2026–2030 Financial Plan
Council gave first, second, and third reading to the 2026–2030 Financial Plan Amendment and the 2026 Tax Rate Bylaw, incorporating Council’s earlier direction to adjust the Farm property class tax multiplier. The amendment updates tax rates across property classes while maintaining overall municipal revenue requirements. Once adopted, the bylaws will enable final 2026 tax levies to be calculated and sent  to property owners before the end of May. Property taxes are due July 2, 2026.

OCP amendment 
Council gave first and second reading to a housekeeping amendment bylaw to the Official Community Plan (OCP) to improve clarity, consistency, and usability. The updates include refinements to land use maps, minor text changes, and adjustments to development permit guidelines to streamline processes while maintaining environmental protections. A Public Hearing is scheduled for May 25, 2026 at 5:30 pm, where the public can attend and provide input.

Hidden Park update
Council gave first, second, and third reading to a bylaw amendment designating Hidden Park as a “no temporary shelter” location under the Parks and Public Places Bylaw. This follows a recent delegation and petition brought forward to Council requesting this change.

Vernon Airport lease rates
Council gave first, second, and third reading to amend the Rates and Fees bylaw  establishing land lease rates at the Vernon Regional Airport to better reflect market conditions. The new framework introduces a phased, five-year increase to provide greater transparency, predictability, and fairness for tenants while supporting the airport’s long-term financial sustainability. The gradual approach is designed to balance improved cost recovery with minimal disruption to existing tenants.

Election procedures updates
Council gave first, second, and third reading to an updated election bylaw in preparation for the 2026 Local General Election on October 17. The new bylaw introduces changes to improve accessibility and efficiency, including removing the candidate nomination deposit, updating special voting processes, and adding a mail-in ballot option. These updates are intended to remove barriers and make voting more accessible for residents.

Zoning amendment for 8734 Okanagan Landing Road
Council adopted a zoning amendment for 8734 Okanagan Landing Road, rezoning the property to allow for multi-unit residential and park uses. All required conditions, including safety measures, infrastructure confirmation, and public lake access dedication, have been completed.
