OCP and Transportation Plan Engagement Update
Staff shared results from the third round of public engagement for the Official Community Plan (OCP) and Transportation Plan. Over a four-week period, more than 700 community members participated, including 528 survey respondents, 107 open house attendees, and 168 visitors at other in-person events. The feedback collected will help shape the future vision and priorities for land use and transportation in Vernon. Staff will bring both plans forward this fall for Council’s consideration.

Social Planning Council for the North Okanagan Update
Roger Parenteau  was introduced as the new Executive Director of the Social Planning Council for the North Okanagan, following the retirement of long-time leader Annette Sharkey. The transition reflects a continued commitment to regional collaboration and community well-being.

Quarterly update from the RCMP
The Vernon North Okanagan RCMP detachment presented a quarterly update to Council, covering policing services, key priorities, and statistics from April to June 2025.

Climate action initiatives
The Youth Climate Corps Vernon provided an update on youth-led projects promoting environmental education and climate resiliency in the community. Highlights included ecosystem restoration, sustainable transportation initiatives, and ongoing collaboration with the City to engage residents in climate action.

Council received an update on the Regional Biosolids Compost Facility, highlighting key operational milestones, environmental benefits, and future plans to enhance sustainable waste management across the region.

Truth and Reconciliation Flag at City Hall
Council has approved the Vernon and District Immigrant and Community Services Society’s request to fly the Truth and Reconciliation flag on the Community Flag Pole at City Hall from September 12 to October 10, 2025. This recognizes the Society’s Indigenous Learning Tour and supports ongoing efforts toward truth and reconciliation in the community.

Facility enhancement fee
Bylaw 6034, which sets Recreation and Parks rental fees for those booking City facilities from 2026 to 2028 was given three readings by Council. This Bylaw includes a planned 2.5% increase each year, along with the new facility enhancement fee starting January 1, 2026: 2% for Vernon residents and 4% for non-residents. The funds collected will go into a reserve to support future improvements to recreation facilities.

Council approves housing agreement for subsidized housing
Council provided three readings for a Bylaw that establishes a Housing Agreement with the Okanagan Village Housing Society for an affordable rental housing project at 6545 Okanagan Landing Road. The six-storey, 101-unit building will offer a mix of subsidized low/moderate, and middle-income units, with secured long-term affordability, eligibility, rent controls, and management standards. Council also approved funding, from the Affordable Housing Reserve, up to $519,135  for Development Cost Charges to support the project, following the recommendation of the Affordable Housing Advisory Committee.

OCP and Zoning Bylaw updates - 7025 Herbert Road and 7110 Bates Road 
Council has adopted two bylaws related to the properties at 7025 Herbert Road and 7110 Bates Road.

  • Bylaw 5991 amends the Official Community Plan to redesignate the land from Country Residential to Residential Low Density.
  • Bylaw 5992 rezones the same properties from Country Residential to R5 – Four-plex Housing Residential.

Both bylaws were originally presented to Council on April 22, 2024. Their adoption was subject to conditions outlined in the Development Engineering Servicing Report, including a Traffic Impact Assessment connected to a traffic circle currently under construction. All required conditions have now been met.
