Council supports updated Infrastructure Plan and 2026 projects
Council has supported the updated 2026–2030 Infrastructure Plan, which outlines the City’s planned infrastructure renewal projects over the next five years. The plan aligns with Council’s Strategic Plan and incorporates inputs such as asset management priorities, growth, climate adaptation, and coordination with other jurisdictions.
Council also approved the 2026 Project List for inclusion in the 2026–2030 Financial Plan. These projects represent critical investments in infrastructure renewal and community growth.

E-scooter and e-bike update from Bird Canada
Council received Bird Canada’s 2025 year-end report, which highlighted the continued popularity of shared e-scooters and e-bikes in Vernon. As of October 31, 2025, riders completed 40,316 total trips, including 38,231 e-scooter trips and 2,085 e-bike trips, with peak usage in June and July. The report also provided insights into ridership trends and program performance.

Development Variance Permit for 3001 39th Avenue
Council supported a Development Variance Permit the development of a four-plex at 3001 39th Avenue. The variances allow adjustments to parking, landscaping, and amenity space requirements to accommodate the site design and enable the creation of additional housing. These variances help support infill housing and more efficient land use within the community.

Transportation Plan adopted
Council adopted the updated Transportation Plan with minor amendments, replacing the previous 25-year Master Transportation Plan. The new plan will serve as the guiding framework for achieving a multimodal transportation system that connects people and goods to the places they need to go.
Developed alongside the Official Community Plan, the Transportation Plan reflects nearly two years of technical work and public engagement. It outlines strategies and future investments in roads, transit, cycling infrastructure, and pedestrian routes to support Vernon’s anticipated growth of 20,000 new residents and 11,000 housing units over the next 20 years.
Administration has been directed to use the plan to establish goals, policies, and actions that align with the community’s long-term vision for connectivity and active transportation.

Funding extension for Restorative Justice services
Council approved a one-year funding extension of $44,858 for the Canadian Mental Health Association (CMHA) to continue providing Restorative Justice services through 2026. Council also directed Administration to notify CMHA that 2026 will be the final year of City funding.
Restorative Justice services are typically funded by provincial agencies rather than municipalities, and the City will end its support after 2026.

Sponsorship agreement for the Active Living Centre scoreboards
Council authorized a 10-year sponsorship agreement with the Vernon and District Funtastic Sports Society for the donation and exclusive sponsorship of two Nevco scoreboards, shot clocks, and control panels for the Active Living Centre gymnasiums. The sponsorship is valued at $43,575 plus GST and will remain in place until September 30, 2036, or the lifetime of the scoreboards.

Zoning Amendment for 4900 Pleasant Valley Road
Council gave three readings to Bylaw 6056, which rezones the property at 4900 Pleasant Valley Road from MUA – Multi-Unit Acreage: Small Scale to MUS – Multi-Unit: Small Scale. The amendment allows a one-lot subdivision around the existing home and supports future multi-family development on the lower portion of the property.

Public Hearing gathers input on Vernon’s new Official Community Plan
Thank you to everyone who attended the Public Hearing and shared their input on the proposed Official Community Plan (OCP). A Public Hearing was held yesterday at 5:30 p.m. in Council Chambers to receive public feedback on Official Community Plan Bylaw 6200, 2025, which proposes a new 20-year vision and framework for how and where Vernon will grow.

Official Community Plan advances
Council gave third reading to Bylaw 6200 – Official Community Plan (OCP) Bylaw 6200, 2025. The updated OCP outlines Vernon’s long-term land use strategy and guides where and how growth will occur over the next two decades. It integrates key priorities including housing, transportation, climate resilience, and sustainability to support Vernon’s anticipated population growth.
Final adoption of the OCP is anticipated at the December 15, 2025 Council meeting, ahead of the provincial deadline.
