Council met to consider a range of planning, financial, and administrative matters, including updates to development cost charges, recreation fees, airport lease agreements, and several zoning and policy items.

Reminder to complete the 2026 census  
The census is conducted every five years, and Vernon residents are encouraged to participate. The information collected provides valuable data that supports local decision-making in Vernon, as well as provincial and national planning.

Development Cost Charge Bylaw Workshop
Council participated in a workshop presentation from Connections Planning Associates Ltd. providing policy options and considerations related to the draft Development Cost Charge (DCC) Bylaw. The session supported Council’s ongoing review of infrastructure funding tools.

Okanagan Basin Water Board update
Council received an update from the Okanagan Basin Water Board on regional water initiatives and the organization’s Strategic Direction for 2026–2030, highlighting continued collaboration on watershed management priorities.

Recreation Admission Fee Modernization
Council received a presentation on the proposed recreation fees and charges aimed at simplifying options, improving customer experience, and supporting the opening of the Active Living Centre. The proposed changes are intended to modernize the fee structure, improve consistency across services, support participation, and maintain Council’s cost recovery targets for recreation services. Council supported the overall principles but directed staff to apply a premium to the non-resident single-visit rate, and return with an updated proposal for further consideration.

Vernon Regional Airport lease updates
Council supported the adoption of a modernized standard lease template for Vernon Regional Airport land leases. The updated template will apply to new and renewed agreements, while existing leases remain in effect until expiry.

Zoning Amendments and Development Applications 

  • Council gave first, second, and third readings to the Zoning Amendment Bylaw for 6400 Okanagan Avenue, advancing a zoning amendment application.
  • Council gave first and second readings to the Zoning Amendment Bylaw for 6092 Okanagan Landing Road with conditions required for Council’s consideration prior to third reading.
  • Council gave three readings to amend the Council Procedure Bylaw that would change the Council meeting day from Monday to Tuesday effective November 1, 2026.

Following a Public Hearing, Council gave third reading to the Official Community Plan General Text and Map Amendment Bylaw 6074, 2026.
