Council met on June 22, 2026, to address a range of topics including infrastructure planning, transit operations, financial policy, and community recognition. The following highlights provide an overview of key decisions, updates, and discussions from both the Committee of the Whole and Regular Council meetings.

Water Restrictions update
The mayor provided Council with an update regarding water restrictions, including current conditions and any anticipated measures. This item was for information and discussion as part of regional and local water management efforts.

Development Cost Charge Workshop
Council participated in a workshop focused on the Development Cost Charge Bylaw. The session provided an opportunity to review project lists and growth-related infrastructure costs. Council supported sending the information out for public consultation and industry feedback over the summer.

Recognition of Lillian Marchand
Council formally recognized local athlete Lillian Marchand for her exceptional achievements in Brazilian Jiu-Jitsu. Marchand has earned multiple international titles and continues to represent the Okanagan Indian Band, the Syilx Nation, and Canada on the world stage.

2025 Annual Report
Following a public input opportunity, Council received the City’s 2025 Annual Report. The report provides an overview of municipal activities, achievements, and financial performance over the past year.

RCMP Detachment Planning
Council directed Administration to further analyze a 20-year expansion and renovation option for the Vernon RCMP detachment. Staff will report back with recommendations, including funding strategies, timelines, and next steps, while also beginning discussions with potential funding partners.

BC Transit Operating Agreement (2026–2027)
Council approved the Annual Operating Agreement with BC Transit for the upcoming year. Any unspent transit funds from the 2026 budget will be transferred to the Transit Reserve to help manage future cost fluctuations.

Reserve Policy Framework — Operating Reserves
Administration was directed to review non-statutory operating reserves and identify any that should be updated, consolidated, or eliminated. Recommendations will be incorporated into a forthcoming Reserve Policy.

Bylaw Updates
Council advanced Zoning Text Amendment Bylaw 6083 which received first and second readings, with a public hearing scheduled for July 20, 2026. As well, Council adopted an amendment to the Council Procedural bylaw that changes the Council meeting dates from Monday to Tuesday starting at 9:00 a.m. This change will be effective with the new term of Council following the General Election on October 17, 2026.

Development Application Policy
A notice of motion directing Administration to develop a policy outlining when Lifecycle Cost Analysis  is required for Official Community Plan amendment applications. A draft policy is expected by September 2026.
