  A Public Hearing has been scheduled for Monday, September 28, 2026 at 5:30 p.m. in the City Hall Council Chamber, 3400 30th Street, Vernon, B.C. for Council to receive public input regarding proposed bylaw “Zoning Text (Liquor Store permitted use in CMUN Zone) Amendment Bylaw 6091, 2026”.

  Purpose:    To amend Zoning Bylaw 6000, Section 11.1 CMUN – Commercial Mixed Use: Neighbourhood zone by adding Liquor Store to 11.1.2 Permitted Uses.

  PUBLIC INPUT:
  Proposed Bylaw 6091 and relevant background documents may be inspected at the Community Services Building, 3001 32nd Avenue between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday from September 17 to September 28, 2026 (except for weekend days and statutory holidays).
  Should you deem your interest in property affected by the proposed bylaw, it would be to your advantage to attend the Public Hearing, at which time you will be afforded an opportunity to be heard by Council. If you are unable to attend, you may appoint an agent to act on your behalf, or provide a hard copy or digital written submission (email to phearings@vernon.ca). Written submissions must be received by the Corporate Officer by 3:00 p.m. on Monday, September 28, 2026. Any submissions received after 3:00 p.m. on Monday, September 28, 2026 related to the proposed bylaw text amendment will not be accepted. Correspondence and emails must include your name and civic address. 
  
  No submissions related to this proposed bylaw amendment will be accepted by Council after the conclusion of the Public Hearing.
  
  The City of Vernon video records all open Council meetings and public hearings and makes them available for viewing on the City’s website. The September 28, 2026 public hearing will be livestreamed and can be viewed at the following link: vernon.ca/council-video.
   

• Public Hearing Procedure

  1. City Staff will provide a brief description of the zoning application or the Official Community Plan amendment.
  2. The Mayor will request that the Corporate Officer should indicate any correspondence and/or petitions received for the record.
  3. The Mayor will call for speakers from the public in attendance.
     
     1. Microphones are provided at a podium for any person(s) wishing to speak at the meeting.
     2. The Chair will recognize only speakers at the microphones.
     3. The public and members of Council may ask questions of the speaker and/or City staff in order to clarify details.
     4. Final calls will be given for those wishing to speak.
• Public Hearings Formalities

  • Comments at Council meetings should be directed to the Chair or the member of Council that is presiding at the meeting.
  • Introduce yourself - please clearly state your name and address before making your comments. You may be requested to provide your name and address on a list provided at the podium.
  • Be sure to speak into the microphone so that your input can be clearly heard.
  • The Mayor may be referred to as "Your Worship" or "Mr. Mayor", other Council members should be referred to as "Councillor".
  • Be aware that comments on some issues may be restricted by legal requirements or policy.
