Days/Hours: Monday to Friday / 35 hours per week

Reporting to the Manager, Building and Licensing, this position is responsible for reviewing permit applications, examining plans and providing technical support to the public related to Building, Plumbing and other relevant regulations including the City Building, Zoning and other development related bylaws.

Duties Include:

  • Examining plans, drawings and specifications accompanying applications for residential, multi-family, commercial or industrial building permits to ensure conformance with building code and with applicable City regulations and bylaws.
  • Processes, accepts and rejects proposed building construction plans and applications.
  • Prepares a listing of non-conforming issues and discuss them with permit applicants.
  • Issues building, plumbing, sign and other required permits.
  • Provides technical information regarding building code, City bylaws and application procedures to applicants, contractors and other internal and external contacts.
  • Prepares related correspondence and reports as required.
  • Investigates and reports on irregularities such as building, plumbing, sign or other related works being carried out without a permit; or being carried out by an unlicensed contractor.
  • Reviews and comments on Board of Variance applications.
  • Acts as a representative of the City in Court as required.
  • Assists in the administration of the Business Licence bylaw and bylaw enforcement.
  • Assists with the inspection of buildings during the course of construction as required.
  • Performs other duties as required.
  • All persons employed by the City of Vernon will be required to assist the City in providing emergency services.  Duties assigned during an emergency may differ from regular duties.

Required Education and Experience:

  • Successful completion of technical courses in a recognized program of building technology, or an equivalent combination of training and experience.
  • Completion Level II Certification by the Building Officials Association of B.C.
  • Minimum of 5 years’ recent experience as a Plans Examiner or similar position in either a municipal setting or related industry.
  • Valid BC Drivers’ License Class 5.
  • A combination of related education and experience may be considered.

Required Knowledge, Skills and Abilities:

  • Considerable knowledge of the applicable sections of the Building Code, building and zoning bylaws and departmental policies and procedures.
  • Considerable knowledge of building construction practices, methods and materials and have the ability to read plans and drawings, and to understand related technical data.
  • Ability to communicate both orally and in writing.
  • Ability to use tact when dealing effectively with developers, contractors, homeowners and other members of the public.
  • Ability to use sound judgement and strong decision making skills.
  • Ability to prepare clear and concise reports, records and correspondence and to perform minor clerical duties.
  • Ability to work with computer systems involved with the retention of building and business licence information.
  • Ability to work with minimal supervision; a self-starter by nature.

Preferred Education and Experience:

  • Level 3 Certification by the Building Officials Association of B.C.
  • Level 1 Certification by the Plumbing Officials Association of B.C.

Preferred Knowledge, Skills and Abilities:

  • Experience in or knowledge of building inspection and bylaw enforcement.
  • Knowledge of computer based information systems for building records, bylaw enforcement and business licensing.
