MANAGER, RECREATION OPERATIONS

Reporting to the Director, Recreation Services, the Manager, Recreation Operations is responsible for the day to day operation and maintenance, and the short and long-term direction of all Recreation buildings and properties owned or leased by the City. This role leads and directs an operations team that supports this function.
- Assumes a leadership role, as a member of the Recreation Services management team, in the development and delivery of the Division’s goals that support the Corporate priorities.
- Responsible for the strategic direction and management of the operations and maintenance of all Recreation buildings and properties owned or leased by the City.
- Develops and maintains a strong team through the use of contemporary performance management including coaching and mentoring approaches.
- Responsible for acquiring talent, assessment, development, performance leadership, and management of the Recreation operations staff, and makes recommendations to the Director, Recreation Services regarding final on-boarding and off-boarding.
- Oversees, assesses, coordinates and may conduct industry specific learning and development initiatives.
- Ensures compliance with all City policies and industry legislation.
- Responsible for assessing, hiring, monitoring, and evaluating contractors and other related service providers as required, to ensure the optimal working conditions of the facilities.
- Develops practices and procedures to ensure an outstanding level of service is provided to the public.
- Meets with user groups and contractors to coordinate the set up and take down of equipment during special events as required.
- Assigns work orders for preventive maintenance for building systems including HVAC, plumbing, electrical, building alarm and security systems, grounds landscaping and parking lot maintenance, as provided by the Manager, Recreation Facilities.
- Acts as Chief Engineer as per WorkSafe BC’s requirements, for all ammonia plants.
- Maintains an effective department safety program, which adheres to all WCB regulations, including safety rules and procedures, City policies and other requirements.
- Develops and maintains procedures to meet or exceed WorkSafe BC and Technical Safety BC requirements for the swimming pool and ice arena operations.
- Ensures that monthly facility and safety inspections are completed for all Recreation facilities.
- Provides MSDS, WHMIS, and other training records to the Health & Safety Coordinator.
- Ensures equipment is operated and maintained in accordance with recognized standards for swimming pools and ice arenas in BC.
- Oversees building operations and recommends and/or makes changes for pool, ice, and building temperatures, and humidity levels.
- Ensures that required annual chlorine and ammonia safety checks and calibrations are completed.
- Ensures accurate log records are prepared and maintained for the operation of all Recreation facilities.
- Oversees the daily, monthly, and yearly maintenance projects and completes special projects as assigned.
- Responsible for maintenance of leased spaces ensuring that the Facility Use Agreements are being adhered to by both the tenants and the City of Vernon.
- Carries out cost benefit analysis of service delivery options and makes recommendations to the Director, Recreation Services.
- Prepares written and verbal reports on facility operations and expenditures.
- Prepares and submits to the Director, Recreation Services, provisional, annual, and major maintenance budget estimates for facility operations, contracted maintenance activities, supplies and utilities, and upon approval, ensures expenditures are within approved limits.
- Attends City Council meetings and or other meetings as a resource and/or representative of Recreation Services as required.
- Performs other related duties as assigned.
- All persons employed by the City of Vernon will be required to assist the City in providing emergency services. Duties assigned during an emergency may differ from regular duties.
Required Education and Experience:
- Diploma in Recreation Facility Management or related field.
- Minimum five years’ progressively responsible facilities management experience including two years’ in a leadership and supervisory capacity in a unionized environment.
- Refrigeration Operators Certificate (formerly Fifth Class Power Engineer Certificate with Refrigeration Endorsement)
- Valid Class 5 BC Driver’s License, with an acceptable driving record.
- An equivalent combination of education and experience may be considered.
Required Knowledge, Skills and Abilities:

- Excellent verbal and written communication skills, and demonstrated presentation skills.
- Effectively resolves issues and exercises diplomacy and tact when dealing with staff, contractors, and members of the public.

- Demonstrated ability to inspect the work of staff and sub-contractors for conformance to work plans and established standards.
- Thorough knowledge of building management including the operation of plumbing, electrical, hydronic and air handling, and related building systems.
- Considerable knowledge in the operation and maintenance of swimming pool and ice making equipment and machinery.
- Demonstrated proficiency working with computerized building automations and preventative maintenance systems.
- Safety conscious with a working knowledge of WorkSafe BC and Technical Safety BC regulations.
- Knowledge of the occupational hazards and safety precautions applicable to ice rinks, swimming pools, and other recreation facilities.
- Familiarity with Provincial legislation regarding the operations of arenas, swimming pools, and other recreation facilities.
- Demonstrated interest and enthusiasm related to energy efficiency.
- Considerable knowledge in the preparation and monitoring of budgets.
- Considerable knowledge and experience in the operation of a computer, related software, and general office equipment.
- Self-disciplined, takes initiative, and works with minimal supervision.
- Outstanding organizational skills demonstrated through successful project completion.
- Must live within 20 minutes of the facility in accordance with Chief Engineer responsibilities as per Technical Safety BC.
- Ability to obtain and maintain an acceptable Police Information Check.
Preferred Education and Experience:
- Fourth Class Power Engineers Certificate of Qualification Diploma Program (refrigeration endorsement).
- Pool Operator Certificate Level 2
- Experience in a community recreation multiple arena environment.
