Planning & Building Services
Overview
Planning & Building Services is responsible for the implementation
of many of the municipal bylaws & policies related to the planning
and growth of the community. Responsibilities of this department
include:
- Building permit and inspection services
- Subdivision application review, processing and approval
- Land use planning (including Development Permits, Development Variance Permits, Land Use Contracts, Agricultural Land Reserve Exclusions and Heritage Revitalization Agreements)
- Bylaw amendments (including OCP 2008 and Zoning Bylaw amendments)
- Development and administration of community development policies (subject to Council approval)
- Processing statutory rights-of-way and road exchange and closure applications
- Address changes and mapping updates
- To develop and recommend community development policies to senior management and to Council.
- To administer Council policy and associated bylaws related to community development.
- To coordinate and manage all planning & building oriented functions provided by the City.
- To liaise with senior governments as well as other public and quasi-public agencies.
Planning & Building Services is led by a Manager who is responsible for the management and operations of the department. The City Planner oversees the short range planning and development aspects of the Department duties while the Chief Building Inspector oversees the inspections carried out by department staff. The Environmental Planner addresses environmental policy and development issues. The Long Range Planner is responsible for the Official Community Plan (OCP), neighbourhood plans and related policies. The Planning Assistant works to carry out many of the planning related duties. The Building Inspectors review building permits and conduct field inspections to ensure compliance with municipal bylaws and the British Columbia Building Code. The Counter Clerks receive the various applications handled by the Planning & Building Department.
