Development Cost Charge Update The City of Vernon is proposing a major revision to Development Cost Charges (DCC) Bylaw #3769 in support of Official Community Plan 2008 implementation. The major bylaw revision is proposed to be presented to City Council for initial readings on December 14th 2009. The DCC bylaw update includes the following key components: Updated projects and construction unit prices. Inclusion of Transportation Demand Management (cycle & pedestrian) components. Change from City wide DCC rate to specific area based rate. Change from per unit charge to building area charge for Multi family. New small lot single family rate. New Highway Commercial rate. Waiver of DCCs for non-profit rental housing units. As new development occurs in the City, infrastructure such as roads, sewers, drainage, water and parks are stressed to the point where capacity is no longer adequate and new infrastructure with greater capacity must be built. Funding for these new capacity upgrades is made possible by collecting fees from new development called Development Cost Charges (DCCs). DCCs are typically collected at subdivision or building permit stage. Currently the City of Vernon collects DCCs for Roads, Sewer and Drainage. Greater Vernon Services is responsible for collecting DCCs for Water and Parks in the City of Vernon. The authority to charge DCCs is given under Section 933 of the Local Government Act. Why Update Development Cost Charges? Over time, as a City grows and development infrastructure demands change, DCCs and related infrastructure plans must be modified to ensure the long term needs of the community are met. Minor construction cost updates occur frequently (1-3 year time frame) to ensure DCCs are in line with actual construction costs. Major DCC updates occur less frequently (5 year range) and are often done to support major changes in the City's Official Community Plan. The current DCC update is considered a major bylaw update and is being done to support implementation of Official Community Plan 2008.
