City Utilities
New Utility Auto-Debit Program is available for automatic withdrawal of your quarterly utility bill. Visit the Utility Auto-Debit Program page for more information, inquire at City Hall in person or by phone at 250-545-1361.
Utilities are billed on a quarterly basis, and follow this cycle:

Residential and Multi-Family Rates
Water Rates as of January 1, 2010
Garbage , recycling, rates April 1, 2010
- Water:
- Basic Charge $50.17 per quarter ( includes the first 20 cubic meters of water)
- The first 20 cubic meters is included in the base rate and any additional use is charged at $0.92 per cubic meter
- Summer Surcharge of .18 per cubic meter (above 20 cubic meters) will be charged during the 3rd quarter ( for approx. 91 days)
- Where metering is not possible, a flat rate of $131.23 per quarter is charged.
- Where metering is possible, a flat rate of $167.86 (and up) per quarter is charged.
- Where a water meter can not be read due to some action or inaction of the property owner or occupant the rate is $218.00 plus overhead per occasion.
- Sewer:
- Sewer Base Fee of $48.98 per quarter per residence (20m3)
- Metered Sewer @ $2.45 per cubic meter in excess
of 20m3 (based on Jan-Mar water consumption*)
This rate is adjusted the first quarter each year and remains the same through the fourth quarter billing. - Flat rate sewer $70.47 in addition to the Sewer Base Fee.
- Garbage:
- $24.12 per quarter
- Recycling:
- $8.28 per quarter
Multi-family units may elect to have garbage by way of a bin. If you are a landlord whose tenant is responsible for paying the utility bill, read and then fill out the Tenant Utility Billing Authorization form - 25

- Minimum charge - based on size of meter

- $65.96 - 17 - 21mm (3/4")
- $80.50 - 22 - 26mm (1")
- $149.08 - 27 - 39mm (1-1/2")
- $166.23 - 40 - 55mm (2")
- $459.98 - 55 - 80mm (3")
- $546.44 - 80 - 110mm (4")
- $831.11 - 110 - 160mm (6")
- $1140.59 - OVER 160mm (8")
- Irrigation meter:
- $0.92 per cubic meter
- No minimum charge.
- Sewer:
- Based on 80% of current water consumption x $2.54/m3
- Minimum charge of $48.98
- Garbage:
- Loose pickup $75.00 per quarter
- recycling $64.15
Non-metered Rates:
- Water: $167.86 per quarter (and up)
- Sewer: $124.98 per quarter
All customers are charged 12% interest on all unpaid balances after the utility due date.
Commercial customers may elect to have garbage and recycling by way of a bin. A copy of garbage contract is needed in order for the City to waive our garbage collection fee.
