The
Corporate Services Division is responsible for the statutory duties of the
Municipal Clerk including the preparation and preservation of all
minute books and records of Council business, custody of City bylaws,
administrative support to Council and its Committees, preparation
of Council and Committee agendas and conduct of local government
elections. The primary function of the Corporate Services Division is supporting
the legislative matters and decisions of Council.
The Corporate Services Division is the communications link
between Council and other City departments and the general public,
providing assistance and advice to citizens with respect to Council/Committee
processes, reporting procedures and decisions.

You may request to be scheduled as a formal delegation to Council, should City Staff be unable
to address your situation or concerns. Requests are made in writing to the Corporate Officer
and should be accompanied by background information on the issue
you wish to address. Your request will be reviewed and you will
be contacted by the Corporate Officer. If you wish to follow up your correspondence,
you may phone the Corporate Officer at 250-550-3524.
Formalities During Council Meetings
- Comments at Council meetings should be directed
to the Mayor or member of Council presiding at the meeting.
- Introduce yourself - please clearly state
your name and address before making your comments.
- Be sure to speak into the microphone so your
input can be clearly heard. Note that Council meetings are also
recorded and filmed for local cable television.
- The Mayor may be referred to as "Your
Worship", other Council members
as "Councillor".
- Delegations are limited to 5 minutes
- Be aware that comments on some issues may
be restricted by legal requirements or policy.
3. Speaking at Public Hearings
Should you feel you are affected by an upcoming zoning or Official
Community Plan amendment, you will be given a reasonable opportunity
to state your concerns at the Public Hearing. You may request to
be scheduled as a delegation. Requests are made in writing.
Procedure of each Public Hearing
1. City Staff will provide
a brief description of zoning application or Official Community
Plan amendment will be given by City Staff.
2. The Mayor will request
the Corporate Officer to indicate any correspondence and/or petitions
received, for the record.
3. The applicant may make
representation to Council regarding the project.
4. The Mayor will call
for representation from the public in attendance.

for any person(s) wishing to make representation to the meeting.
b. The Chair will recognize
only speakers at the microphones.
c. The public and members
of Council may ask questions of the applicant and/or City
staff in order to clarify details of the project, etc.
d. Final calls for representation

4. Various Ways to Get Involved
Attend Council Meetings
Council appreciates your interest in local government and has
made it a priority to be accessible by providing opportunities
for you to participate at Council meetings. Regular Council meetings
are held on the second and fourth Monday of each month. When schedules
change, as they do periodically, notice is given in the Morning
Star and on notice boards posted at City Hall and posted
on the City of Vernon website. For a full listing of agenda

meetings on Shaw Cable in the week of the Council meeting.
Participate on a City Committee
Council appoints community members to participate on various City
Committees. Ads are placed into the local newspaper as position becomes vacant.

Attend Advertised Public Meetings and
Workshops
Meetings, forums, open houses, workshops and other venues or events
are held regularly. These meetings are open to the public and
are normally advertised in the community newspaper and/or through
other mediums.
